Is it illegal for an attorney to step down from being my attorney without going up under a judge for a hearing? Is it illegal and what are some penalties?

If a lawsuit has been filed, the lawyer must obtain your permission or the court's permission to quit. If no lawsuit has been filed the lawyer is generally free to quit without anyone's permission. This is why it is important to pick a good attorney from the start.
